Description

We are seeking a highly skilled Database Management Specialist to support enterprise database systems for the Maryland Health Benefit Exchange (HBX) . The selected candidate will be responsible for designing, developing, administering, and optimizing complex database environments, including data lakes, data warehouses, and cloud-based database platforms .

This role requires expertise in PostgreSQL, MongoDB, ETL processes, AWS cloud infrastructure, and enterprise database architecture , along with strong experience supporting large-scale healthcare or government systems . The specialist will work closely with developers, infrastructure teams, and business stakeholders to ensure database performance, security, reliability, and data governance.

Responsibilities

• Design, develop, and maintain enterprise databases, data warehouses, and data lakes to support large-scale systems.

• Design complex database architecture , including data modeling, schema design, normalization, indexing, partitioning, and replication.

• Administer and manage PostgreSQL and MongoDB databases , including performance tuning, backup, recovery, replication, and patch management.

• Implement and support database migration across environments including data centers and AWS cloud platforms .

• Design and develop ETL processes to extract, transform, and load data from multiple data sources into enterprise systems.

• Develop and optimize complex SQL and NoSQL queries , stored procedures, and indexing strategies to improve performance.

Minimum Qualifications

• 6+ years of experience designing and supporting enterprise databases and data solutions .

• 5+ years of experience supporting large healthcare, government, or marketplace systems .

• 5+ years of experience working with EDI transaction sets (834, 820, 999) .

• 4+ years of experience with PostgreSQL, MongoDB, and Informatica in complex environments.

• 4+ years of experience with AWS cloud infrastructure supporting enterprise applications.

• 4+ years of experience with CI/CD tools such as Jenkins, Bamboo, Maven, Git, Bitbucket, and Jira .

• 4+ years of experience monitoring production databases and performing performance optimization .

• 2+ years of experience performing large-scale database migrations .

• Experience with database performance tuning, indexing strategies, and query optimization .

• Strong understanding of data architecture, database design, and enterprise data integration .

• Experience supporting high availability database environments and disaster recovery planning .

Preferred Qualifications

• Experience with health insurance exchange (HIX) systems and healthcare data environments.

• Knowledge of Corticon or business rules engines .

• Experience supporting data governance programs and regulatory compliance initiatives .

• Experience working with enterprise reporting and analytics platforms .
