Solicitation Reference Number: Backfill SQL DBA Working Title: Sr SQL Server Database Administrator Title/Level: Database Administrator 3 Category: Data/Database Administration Full Time I. DESCRIPTION OF SERVICES Texas Comptroller of Public Accounts requires the services of 1 Database Administrator 3 , hereafter referred to as Candidate(s), who meets the general qualifications of Database Administrator 3, Data/Database Administration and the specifications outlined in this document for the Texas Comptroller of Public Accounts . All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Comptroller of Public Accounts and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Comptroller of Public Accounts will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s). The Candidate must be able to design, develop, implement and administer SQL Server databases for a variety of application information systems. The selected Candidate will be responsible for providing operating success and performance, as well as provide technical expertise and support to the SQL Server application databases. The Candidate will: manage and monitor databases and associated technologies provide input into the evaluation and recommendation of strategies, technologies and standards for all related infrastructures be responsible for database tuning and database problem resolution as necessary proactively monitor SQL Server patches, fixes and other relative SQL Server applicable research. The Candidate may be required to provide services that include assignments during routine maintenance windows, which usually involve weekends and evenings. II. CANDIDATE SKILLS AND QUALIFICATIONS Create and maintain SQL Server databases for use in various applications. This includes, but is not limited to, maintenance, development, acceptance, test and production environments. Previous experience in testing and implementing software related to the administration, monitoring and operation of SQL Server databases. Diagnose and resolve production and non-production database problems related to SQL Server databases. Perform rotating on-call duties related to database support (24 x 7). Participate in Disaster Recovery processes/tests as required. Communicate effectively and correctly in writing and verbally on a variety of business matters. Perform related SQL Server DBA work as assigned. Must follow agency database standards and guidelines Minimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/ Preferred Experience 8 Required SQL Server database administration to include SQL Server 2000, 2005, 2008, 2012, 2014 and 2016 4 Required Performance tuning and database monitoring experience 4 Required Experience with implementations, installations and/or upgrades to SQL Server database environments 4 Required Experience with effective interaction and communication with functional team leads and agency personnel 4 Required Knowledge of software development methodologies, design and implementations 4 Required Extensive experience with highly complex application SQL Server database security requirements 3 Required Working experience with Texas CPA database management in support of Unclaimed Property, ECMS, ITS, Business Objects, CATS, KFI, CID and FIS applications. 2 Preferred Public sector experience (Federal, State or Local Government) 2 Preferred Proficient with the Microsoft Office products, including Outlook, TEAMS, Microsoft Project, Word, Visio, Excel and PowerPoint 2 Preferred Experience with Symantec Netbackup software. III. TERMS OF SERVICE Services are expected to start 09/01/2021 and are expected to complete by 08/31/2022 . Total estimated hours per Candidate shall not exceed 1920 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. IV. WORK HOURS AND LOCATION Services shall be provided during normal business hours unless otherwise coordinated through the Texas Comptroller of Public Accounts . Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM , excluding State holidays when the agency is closed. The primary work location(s) will be at 111 E 17th Street Austin, Texas 78711 . Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Comptroller of Public Accounts will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts. The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Comptroller of Public Accounts . V. OTHER SPECIAL REQUIREMENTS Onsite Requirement: Candidate will be working remotely since all Application Services programmers are teleworking. Onsite work will be very limited and must be pre-approved by the Direct Supervisor On-call Requirement: Candidate may be required to provide support to an on-call programmer. VI. ADDITIONAL TERMS AND CONDITIONS This request includes the option for CPA to renew this assignment for the following terms: FY23 9/1/22 to 8/31/23, FY24 9/1/23 to 8/31/24 FY25 9/1/24 to 8/31/25 The selected contractor(s) will be required to come in person to the LBJ Building to obtain CPA equipment, badge and initial assignments. CPA will not pay or reimburse travel expenses .
