Job Description: Application development expertise using .NET MVC Core with C# , JavaScript, CSS, and HTML (5 years) Application development experience using Visual Studio, including .NET application and web application design patterns (5 years) Experience with Microsoft SQL Server and SQL client tools, including creating and updating tables, views, stored procedures, and functions (5 years) Experience performing unit testing and smoke testing (5 years) Experience writing responsive HTML5 applications using JavaScript, CSS, and HTML (5 years) Experience with full SDLC processes and requirements analysis (3 years) Strong written and verbal communication skills (5 years) NICE TO HAVE SKILLS: Experience with Telerik Kendo or similar UI frameworks (1–3 years) Experience with Bootstrap (3 years) Experience with Entity Framework Core (3 years) Experience with source control using Git (3 years) Familiarity with TFS / Azure DevOps (3 years) Experience documenting technical requirements and application design (3 years) Techniques to proactively prevent and reactively respond to security threats (3 years) Experience with authentication and authorization techniques (1 year) Full-stack development experience (1 year) DESCRIPTION OF ROLE: This position will support a high-profile web application modernization initiative for the Public Service Commission of Wisconsin. The project involves rewriting and modernizing legacy Web Forms applications into a modern web application using Visual Studio, ASP.NET MVC with C#, JavaScript, Telerik Kendo , CSS, HTML, and Microsoft SQL Server. The contractor will work closely with the development team to design and develop both the front-end and server-side components of the application. Responsibilities include requirements analysis, application design, front-end and back-end development , unit and smoke testing, participation in interactive code reviews, and development of technical documentation. The application will interface with existing authentication and authorization systems and integrate data from multiple databases and applications. Expectations include delivery of high-quality code, active participation in code reviews, sharing technical expertise, clear and respectful communication , transparency, and adherence to development standards.
