Senior GIS Integration Developer Labor Category: CLIN 1.08 Lead Application Solutions Metropolitan Washington Airports Authority (MWAA) 1. Introduction The Airports Authority is requesting staff augmentation services for one (1) Senior GIS Integration Developer to support airport-wide GIS implementation and advanced systems integration across operational, asset, and commercial platforms 2. Objective The Senior GIS Integration Developer is responsible for administering, designing, implementing, and operationalizing secure, scalable integrations between the enterprise GIS platform(s) (e.g., ArcGIS Enterprise/ArcGIS Online and/or compatible GIS stacks) and key airport business systems—including ServiceNow , IBM Maximo , and lease/billing platforms to enable map-centric workflows, location intelligence, and automated data synchronization. This role also requires up-to-date first-hand technical experience and the ability to contribute to initiatives that advance next-generation GIS integration patterns for airport use cases (e.g., indoor dispatch/navigation - preferably with iBeacon technology, asset-to-space, work order automation, and data governance automation). 3. Scope of Work The Contractor shall provide one (1) Senior GIS Integration Developer to support the Airports Authority enterprise Geographic Information System (GIS) program through the design, development, and operationalization of secure, scalable integrations between the enterprise GIS platform and airport business systems.The Contractor shall support integration of the enterprise GIS environment (e.g., ArcGIS Enterprise, ArcGIS Online, or compatible GIS platforms) with operational and enterprise systems including, but not limited to: IBM Maximo Asset Management ServiceNow Lease and billing platforms. Tasks / Performance Requirements Task 4.1 – GIS Integration Architecture and Design The Contractor shall design and implement integration architectures enabling interoperability between enterprise GIS platforms and Airports Authority operational systems.The Contractor shall: Design integration patterns between enterprise GIS platforms and business systems including IBM Maximo, ServiceNow, and lease/billing platforms. Architect secure integration interfaces that enable spatial context within operational workflows such as asset management, maintenance work orders, and infrastructure operations. Design data models and integration strategies supporting asset-to-location relationships across GIS and enterprise asset management systems. Ensure all integration architectures support secure authentication, role-based access control, and compliance with Airports Authority cybersecurity policies. Recommend improvements to enterprise GIS integration patterns supporting airport operational needs. unordered Task 4.2 - GIS Service Development and Platform Enablement The Contractor shall support the development, deployment, and management of enterprise GIS services required for integration with operational systems.The Contractor shall: Support modern service interfaces and interoperability patterns where appropriate (e.g., OGC services/feature APIs) for partner and vendor consumption. Monitor service performance, implement logging/observability, and optimize layer/service designs for real-time operations and enterprise consumption. Maintain current knowledge of evolving vendor capabilities and integration patterns (Esri, ServiceNow, IBM Maximo, lease/billing ecosystems) and apply updates to solutions accordingly. Produce technical integration documentation (interface contracts, data mappings, runbooks, security design, operational monitoring procedures). unordered Task 4.3 Data Integration, ETL, and Workflow Automation The Contractor shall implement automated data integration workflows supporting synchronization between GIS and enterprise operational systems.The Contractor shall: Design and implement repeatable ETL and spatial data transformation workflows supporting enterprise GIS integrations. Develop automated synchronization mechanisms between GIS and enterprise systems including IBM Maximo and ServiceNow. Implement data transformation and validation processes ensuring the accuracy and consistency of spatial and non-spatial data. Develop automated quality assurance (QA) processes to validate data updates and service deployments. Support automated deployment processes for GIS services and integration components where feasible. unordered Task 4.4 Monitoring, Troubleshooting, and Operational Support The Contractor shall provide operational support for enterprise GIS integration services and associated data workflows.The Contractor shall: Work with ESRI on GIS upgrades & patches across Dev, Test, UAT & Production environments. Manage Active Directory (AD) objects (users, groups, and assigned licenses) for authentication and authorization to GIS applications, files, folders, and Esri Enterprise Geodatabases. Monitor performance of GIS services and integration interfaces supporting enterprise operational systems. Implement logging and observability capabilities to support operational monitoring and troubleshooting. Diagnose and resolve integration failures, data synchronization issues, and GIS service performance problems. Optimize GIS service configurations and data access patterns to support high-volume enterprise use. Coordinate issue resolution activities with Airports Authority unordered Task 4.5 Documentation, Knowledge Transfer, and Stakeholder Support The Contractor shall: Develop and maintain technical documentation including system architecture diagrams, integration specifications, data mappings, and operational runbooks. Document configuration settings and integration workflows supporting enterprise GIS services. Prepare written technical materials and deliver briefings to Airports Authority stakeholders when requested. Provide knowledge transfer to Airports Authority personnel to support operational sustainability of GIS integrations. unordered 5. Technical Documentation The Contractor shall develop and maintain technical documentation including: Integration documentation Design Documents System configuration documentation Architecture updates where applicable Incident resolution documentation for major system issues unordered 6. General Requirements 6.1 Personnel The Contractor shall pre-qualify candidates to ensure all personnel meet the minimum qualifications specified in this Statement of Work.The Contractor shall not replace, or substitute personnel assigned to the Task Order without prior written approval from the Airports Authority Contracting Officer .The Airports Authority reserves the right to dismiss any successor personnel on this Task Order. 6.2 Level of Effort The Contractor shall provide one (1) Senior GIS Integration Developer , for a level of effort of forty (40) hours per week/ full-time for (6) six months. 6.3 Support Hours Services shall be performed during normal Airports Authority business hours (typically 8:00 AM – 6:00 PM Eastern Time ).This position requires on-site presence of a minimum of four (4) days per week , with one (1) day permitted for remote work, subject to the approval of COTR.. 7. Service Locations The Contractor is responsible for arranging and providing their own transportation to report to the offices specified in this Section.The Contractor shall perform work on-site according to the following schedule: Location Workdays • Washington Dulles International Airport (IAD) Tuesday, Wednesday45025 Aviation DriveSterling, VA 20166• Airports Authority Corporate Headquarters Monday, Thursday 2733 Crystal Drive Arlington, VA 22202The above schedule is subject to change upon coordination with the COTR based on operational needs. 8. Security Requirements The Contractor shall comply with all Airports Authority information security policies and procedures.Security requirements include: Background investigation into Contractor personnel Compliance with Airports Authority cybersecurity policies. Protection of sensitive operational and infrastructure data. Required Qualifications The Contractor shall provide personnel meeting the following minimum qualifications. Senior GIS Integration Developer Minimum qualifications:The candidate must demonstrate current, practical, firsthand integration experience and the ability to deliver working solutions in an airport or similarly complex asset-intensive environment. 8+ years of progressively responsible experience in GIS/IT systems integration, including API-based integrations, enterprise data pipelines, and operational support. Strong proficiency with ArcGIS platform service concepts (feature services, secure publishing, enterprise data access patterns) and enterprise geodatabase fundamentals (registration, publishing workflows, service-based access). Demonstrated experience building automated transformation pipelines using ArcGIS Data Interoperability / Spatial ETL tools and/or FME-based ETL practices. GIS integration experience implementing at least two (2) of the following patterns in production: ordered Embedding GIS web apps into an integration system to focus context on a record/location. Using an Integration system’s Hub / REST messages to call ArcGIS REST endpoints (geocode/query/enrich) and update Integration system records. Building GIS layers/feeds for an integration system data visualization and operational reporting (with secure authentication). ordered Experience implementing and supporting IBM Maximo Spatial Asset Management integrations with ArcGIS, including: ordered Publishing and managing ArcGIS feature services designed for Maximo Spatial consumption and configuring Maximo Map Manager usage patterns. Configuring and tuning synchronization mechanisms ( ArcGISDataSync cron task) for one-way or two-way data flow between ArcGIS ,and Maximo. ordered Designing data linkages (IDs, attributes, relationships) between GIS features and Maximo assets/locations/work orders following Maximo integration framework practices. ordered 10. Preferred Qualifications Experience implementing GIS integration solutions in airports , operations, infrastructure/asset management, or other 24x7 regulated environments. Experience publishing and consuming OGC-standard services and/or OGC API – Features for interoperable access to geospatial features. Familiarity with enterprise data governance and operational models for sustaining GIS data and integrations (policies, stewardship, security, maintenance). Administration of ArcGIS applications and software support, specifically ArcGIS Enterprise Portal, ArcGIS Pro. unordered 11. Vendor Considerations The Contractor shall: Comply with all confidentiality and non-disclosure requirements. Ensure personnel read and sign the “Information Security Agreement” prior to accessing Airports Authority systems. Obtain written approval from the Contracting Officer for any changes in scope, cost, or schedule.
