In 2016, the Commonwealth of Virginia selected a Cintra-led consortium to finance, design, build, operate and maintain the express lanes on Interstate 66 Outside the Beltway. The project will transform this critical Northern Virginia artery to relieve congestion, improve safety and provide more predictable travel times. The project corridor extends approximately 22 miles along Interstate 66 from the Capital Beltway (I-495) to Gainesville (US Route 29). Once completed, the project will include three toll-free general-purpose lanes in each direction and two express lanes in each direction with a state-of-the-art open-road electronic toll collection system. Expanded transit service, park-and-ride lots and interchange enhancements will further improve travel along I-66. The project will also connect several shared use paths to create more multimodal options. As an innovative and efficient public-private partnership, this project will be completed at a $2.5 billion net savings for the Commonwealth of Virginia.

Job Description:

Summary: The Health, Safety, Environmental (HSE) Manager will be responsible for developing new, and implementing existing, company HSE programs. The HSE Manager is responsible for ensuring compliance with all applicable local, state, and federal rules and regulations including Occupational Safety and Health Administration (OSHA), Department of Transportation (DOT) and Environmental Protection Agency (EPA) . The HSE Manager will verify program effectiveness by participating in routine audits, inspections, and investigations. This position is responsible for coordinating health and safety training for all employees. The HSE Manager will mentor all personnel to perform observations to reinforce positive behaviors and correct at-risk behaviors. The position is obligated to stop the job when there is an imminent hazard to the health and well-being of employees, and to protect company property and the environment.

Compensation

$101k - $129k per year (based on experience)

Essential Duties and Responsibilities: Manages the maintenance and implementation of safety programs, compliance plans, and initiatives related to the I-66 Safety Plan to ensure that a safe, healthy, and secure work environment exists for all

Assesses and identifies issues by reviewing and analyzing the effectiveness of the safety and health program; Review s Safety Plan documentation; conducts relevant audits to ensure compliance

Directly supports the CEO and HSEQ Director to implement effective policies , procedures and initiatives. Understand s and appropriately influence s company strategy as related to HSE compliance and program implementation . Works with executive management to define goals to reduce accidents and incidents at the workplace

Evaluates contractual Environmental requirements and environmental regulations to ensure environmental compliance is maintained

Mentors safety team members

Manages the safety management system

Manages the confines space permit program

Facilitates various meetings like CEO safety meeting, ops safety meetings, all hands safety meetings.

Establishes Contractor Management; reviews safety programs and training before sub-contractors are allowed to work; ensures Contractors receive an Orientation

Supports the training manager in Safety training requirements

Issues safety messages company wide

Conducts safety reporting to shareholders quarterly and OSHA reporting annually

Conducts Safety onboarding for new hires

Conducts periodic, documented safety inspections of worksites to identify and correct unsafe conditions and unsafe acts. Must be able to take proactive measures to implement immediate and effective corrective actions to eliminate safety hazards

Investigates and documents all occupational injuries and illnesses. Work with relevant stakeholders to identify corrective actions(s) that will prevent further occurrences

Support case management of all occupational injuries/illness to include provision of care/treatment, arranging for and monitoring light-duty programs, managing an injured worker’s return to work and supporting HR requests for Worker’s Compensation information

Monitor Consortium to Track DOT drug & alcohol testing, to ensure accurate reporting, random testing, and to ensure that the maintenance department is in compliance with DOT regulations and the Company policy

Performs other job-related duties as assigned

Qualifications (Knowledge, Skills & Abilities)

  • Education & Experience: Bachelor’s degree in Occupational Safety, Environmental Sciences or related field or equivalent combination of education and experience

  • 7 -10+ years of experience in combination of EPA,OSHA, DOT, program management and people management

  • Knowledge of federal, state and local regulations, including: EPA, OSHA, DOT, DOL, WC and other industry standards and best management practices pertaining to occupational health & safety

  • Become an OSHA Authorized Outreach trainer by completing OSHA 510 and OSHA 500 within 2 years

  • Have or obtain a certification from the Board of ASP or CSP within 2 years

  • Knowledge of OSHA reporting requirements

  • Knowledge of RCA methodologies

  • Knowledge in ISO 45001:2018

  • Professional Qualities: ** must be able to maintain a valid drivers license

  • **Must be willing to work on-call periodically to include evenings or weekends

  • **Must be willing and able to do both office and field work

  • Effectively manage tasks and tight deadlines independently; High level of initiative, teamwork and ownership

  • Excellent technical writing, speaking and presentation skills

  • Must be a team player, the ability to form strong partnerships with peers.

  • Good interpersonal skills; ability to develop relationships quickly and effectively throughout the company and can interact and productively communicate with all levels of the organization
