About the role
Leads design and implementation of disaster tech systems including EWS and IRS. Responsibilities: Support in the design and delivery of technology-related activities outlined in the MRDP work plan, including technical assistance, specification finalization, integration support, and procurement processes. Review existing IT systems, monitoring dashboards, EWS, and IRS platforms to assess current capabilities and future needs; identify best practices and benchmark systems across India and other states. Assist the preparation of Business Requirements Documents (BRD), Functional Design Documents (FDD), and Technical Design Documents (TDD), and assist in drafting Terms of Reference and RFPs for technology service providers. Oversee the API integration and interoperability across various IT systems developed or adopted by the department. Assist in training and capacity-building initiatives for IT modules at the state, district, and community levels. Contribute to the development of data-sharing policies, warning dissemination protocols, and frameworks for risk information exchange. Support the creation of harmonized systems for alerts and warnings, including Common Alerting Protocol (CAP) and other government-approved standards. Ensure generation of situation reports, early warning bulletins, and communication materials for dissemination through DEOC and other platforms. Assist in upgrading DEOC facilities and capacitating other situation rooms using standardized web-based platforms and SOPs. Provide guidance on ensuring long-term sustainability and scalability of deployed IT systems. Act as a strategic advisor on emerging technologies in disaster management; facilitate workshops and provide coaching to stakeholders. Support the development and management of partnerships for piloting innovative disaster tech solutions. Support department on the rollout and implementation of GIS, IRS, EWS, HERMIS, EOC, DEOC, Block EOC, and integration with ICCC during disaster events. Assist the Team Leader in preparing and submitting all required deliverables including inception reports, performance reports, completion reports, invoices, and progress updates. Coordinate day-to-day operations with department officials and other stakeholders across state and district levels. Prepare reports, presentations, policy briefs, and other documentation as required by the department or Palladium. Undertake any additional tasks related to disaster technology and communication as directed by the client or PMU. Qualifications: Postgraduate in Disaster Management, Technology, or Planning. 12+ years in disaster tech and early warning systems. Experience in donor-funded projects. Strong understanding of GIS, CAP protocols, and IT integration.
