Position: Oracle SOA Consultant / Senior Oracle SOA Developer Location: Manhattan, NY (Hybrid – 3 Days Onsite / 2 Days Remote) Duration: 24 Months Need: USC/GC/EAD/H4/L2/OPT About the Project: The NYC Department of Finance (DOF) is seeking an experienced Oracle SOA Consultant to support and enhance its mission-critical payment processing ecosystem. The consultant will work within the Information Technology Division's Oracle Service-Oriented Architecture (SOA) environment, supporting applications that process billions of dollars in transactions annually. The platform powers payment services for multiple NYC agencies, including parking violations, property taxes, business centers, and other city payment channels. This high-volume environment processes millions of transactions each year and requires a highly skilled consultant capable of developing new functionality, maintaining existing applications, and supporting complex production environments. Key Responsibilities • Design, develop, and maintain Oracle SOA Suite and Oracle Fusion Middleware applications. • Develop new features, enhancements, and integrations across enterprise systems. • Support ongoing modernization and cloud migration initiatives. • Troubleshoot and resolve complex production issues in a mission-critical environment. • Participate in application deployments, upgrades, and release management activities. • Ensure adherence to development standards, best practices, and architectural guidelines. • Analyze business requirements and translate them into scalable technical solutions. • Collaborate with business stakeholders, architects, developers, and infrastructure teams. • Provide technical leadership and guidance to junior developers and support staff. • Support non-business-hour deployments, maintenance activities, and incident resolution when required. • Contribute to the planned re-platforming of CityPay applications to a cloud-based environment by analyzing existing code and developing new cloud-compatible solutions. Required Qualifications • Minimum 5 years of hands-on experience with: o Oracle SOA Suite o Oracle Fusion Middleware • At least 3 years of experience working on projects of similar size, complexity, and enterprise scale. • Strong experience with enterprise application integration and service-oriented architecture. • Proven ability to support high-volume, transaction-processing applications. • Experience with application troubleshooting, performance tuning, and production support. • Strong understanding of software development lifecycle (SDLC) methodologies. • Excellent communication and stakeholder management skills. Preferred Qualifications • Previous experience supporting government, public sector, or large-scale financial/payment processing systems. • Experience with cloud migration and modernization initiatives. • Familiarity with high-availability enterprise architectures and mission-critical systems. • Experience working in Agile or hybrid project environments. Work Environment • Hybrid schedule: o Monday – Wednesday: Onsite in Manhattan, NY o Thursday – Friday: Remote • Remote work location must be within the United States. • Consultant may be required to work additional hours (up to 40 hours/week) with prior approval for project-critical activities.
