This senior developer will support IT system maintenance for the State of Michigan’s Office of Retirement Services. The current system is built on a Java framework and is comprised of the Clarety application (primary) and the public facing MiAccount (account access for member access) and Employer Reporting applications. Combined, these applications facilitate the management of Michigan public servants’ retirement enrollment, employer reporting, benefit plan enrollment, healthcare enrollment, and retirement benefit payments. Combined, these systems process more than $2 billion in payroll annually and support over 500,000 active and retired members. We are searching for senior level Java developers with full-stack experience and HTML web development experience. Coding/development work is required. In addition, senior developer swill be involved in the modernization effort to design and develop a gold-standard system for the Office of Retirement Services. The modernization is currently in the Proof-of-Concept phase.
Position Description Senior Programmer/Analyst: Design, implementation, and delivery of system and software architecture designs, strategies and quality assurance plans. Design, prototype, develop and implement software to achieve business results for the client. Experienced expert able to lead and deliver solutions using object-oriented, service-oriented architecture, and n-tier architectures. Adopt, develop, and execute a robust software development lifecycle, using industry best practices. Follows both the State and industry best practices for software engineering. Engages with senior technical team leaders in the development of long term technology strategy and planning for the entire organization leveraging existing and acquiring new technology resources. Actively participates on project teams, clarifying business needs and requirements, performing analysis, design, development, integration, and maintenance of systems across the enterprise. Willing and able to engage with other internal organizations to maximize delivery capabilities and provide value to clients. Participates in the development of delivery approach, and labor and cost estimates. Manage projects or tasks using State and industry project delivery methodologies and best practices. Relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and value added contribution is expected. Must be self motivated and capable of self-directed work.

Skill Description Required
- Java, J2EE 2. Experienced in designing and implementing Java MVC frameworks (Struts MVC) and ORM tool (Hibernate/JPA) and Java Script, Web Services and EJB. 3. Experience in developing procedures and queries with Microsoft SQL Server (SQL 2016 or higher) or equivalent DB (Oracle/Postgres) 4. Performing analysis and requirements gathering with customers. 5. Experience with both web-based and client server based systems architecture. 6. Experience with Object Oriented Analysis, design and programming experience. 7. Experience with systems development methodology utilized in the development of new systems and enhancements. 8. Ability to work and communicate well with all levels of IT coworkers and users. 9. Ability to prepare detailed written instructions and documentation. 10. Experience with Java batch jobs 11. Ability to work under pressure and tight timelines and diagnose and resolve complex problems quickly. 12. Ability to mock up/wireframe website architecture changes 13. Experience maintaining websites with a CMS (Sitecore preferred) 14. Working knowledge of UX 15. Reside in the Lansing, Michigan, area 16.
