Job Description:

The Data Analyst II with the Professional Services Procurement Office will be an important member of the negotiations team to analyze data and provide consulting services and customer service for rate negotiations with internal and external customers. The Data Analyst role assesses complex data systems and programs in support of ad-hoc and standing management or customer requests. Creates programs, methodologies, and files for analyzing and presenting data. Examines data quality, applications, and functions. Produces output and sustains operation. Research new data sources and analytical tools. Contributes to new product development and improvement in product delivery and presentation. Develops awareness of and familiarity with issues and events affecting organization, department, and/or customer. Uses and supports database applications and analytical tools. Uses timely and appropriate participation of users/customers in data collection and query systems.

In addition to standard skills for a Data Analyst, the successful candidate for this role will have demonstrated experience with the following skills & abilities:

Demonstrates ability to communicate effectively orally and in writing with diverse audiences, varying levels of management. Ability to build constructive, effective relationships inside and outside of the organization. Ability to follow written and oral instructions Imperative to be detail oriented, organized and self-starter. Ability to plan and facilitate / conduct training among peers, presentations, and meetings. Ability to apply VDOT programs, policies, and activities to daily departmental/division tasks. Ability to work well independently, as well as part of a team. Demonstrates strong problem-solving and decision-making experience. Demonstrates in-depth data analysis. Demonstrates ability to examine data and make independent decisions based on analysis. Demonstrates ability to analyze, research and interpret data. Demonstrates ability to design, analyze and implement policies, procedures, and programs. Demonstrates ability to compile and organize statistical data into reports. Experience in a procurement environment or with workforce salary data would be preferred but not required.
