*** This is a backfill role *** Description: The City of New York - Administration for Children’s Services (ACS) *** Please be advised that this a hybrid role to begin but can become on-site position in future, need locals only to NY/NJ*** The New York City Administration for Children’s Services (ACS) protects and promotes the safety and well-being of the City’s children and families by providing child welfare, juvenile justice, early care and education funding, and primary prevention and other services that promote and support child and family well-being. The Office of Information Technology (OIT) is responsible for providing Information Technology (IT) services to ACS. These services include Systems Development, Database Management, Network and Telecommunication Services, as well as technical support needs. The department provides IT solutions to address the agency’s overall business and operational needs. The department is also responsible for interacting with the New York State Office of Children and Family Services and other NYC agencies regarding all IT related issues. This Office of Information Technology is also responsible for implementing and enforcing compliance with NYC DoITT’s Citywide IT policies. Scope of Work: The work will include but not limited to: Adoption Subsidy Roster Re-Platform - Develop an exception report to identify scheduled payments to Adoption Subsidy and KinGAP subsidy payees’ recipients which must be flagged per criteria defined by the Payments Unit. New York State Payment System provides ACS with payment data prior to each scheduled recurring and single-issue payroll run. The report will analyze the payment data and flag payments that will require investigation prior to ACS issuing payments. The report will enable the Payments Unit to identify questionable payments and make amendments before the actual payroll run. Special Payments Tracking System (SPTS) Replacement - Replace the existing Miscellaneous Payments Tracking System (MPTS) which the Special Payments Unit uses to enter special and exceptional payment invoices and create voucher information. Special and Exceptional Payments are payments that ACS makes to Foster Care provider agencies to reimburse them for expenses they incur on behalf of their foster care families. Expenses include items such as college room and board, funeral expenses, camp fees, sign language translation services, and other costs not related to standard foster care subsidies. Incorporate Special Payments invoicing and vouchering in the existing Administrative Invoices and Payments Tracking Module (AIPTM). Check Distribution Unit Processing Module - Add a module to the ACS AIPTM PRM1 voucher type process to manage the work of the Payments Unit and Check Distribution Unit or any other cyber related project. The Check Distribution module tracks actions related to checks that the Financial Information Services Agency (FISA) or ACS Payments Unit voids or holds for multiple reasons. The module will enable the Payments Unit to identify an issued check that becomes voided, held, or locked. The module will export information to send to the Check Distribution Unit who is responsible for final disposition of the payment to the vendor. The selected candidate will work on Java/ Oracle/ Spring development. The selected candidate will perform unit testing and Quality Assurance testing remediation. Required Qualifications: Demonstrated experience of 10 years in Java 1.8 or above Demonstrated experience of 10 years in Oracle 11g or above 3 years of experience working in Power BI Experience using TFS Experience working with WebLogic 14c or above Able to meet and deliver on deadlines Experience working in a government setting will be a plus. NYC government is also a plus.
