Job Description:

JOB SUMMARY Professional work that performs or assists in the planning, analysis and implementation of information technology systems. Consults with business users to determine technology/application system requirements. May provide technical advice and counsel to less experienced analysts.

Key Responsibilities Consults with internal customers to identify and analyze current operational processes and systems and assists in recommending technology solutions, hardware and software, that meet business goals. Participates in evaluating user requests to determine feasibility; estimate cost and time requirements; and assess compatibility with existing system configuration. Consults with users to map current operating procedures and clarify application objectives. Establishes decision matrix and procedures for system, job flow and database restoration. Coordinates work-arounds and recoveries. Installs and tests hardware and software and evaluates suitability and compatibility. Coordinates the implementation of programs, products, job flows, subsystems and databases. Monitors production systems and databases and initiates aversion, correction and restoration actions. Monitors accuracy, completeness, clarity, accessibility and timeliness of project and user documentation. Resolves operating problems, provides technical assistance and training to users in application enhancements and upgrades. Promulgates and enforces established technical and procedural standards. Plans, constructs or alters programs to support performance tracking. Assists in preparing documented proposals. Assists in managing vendor relationships. May assist with planning for the reengineering of existing applications, replacing inadequate applications and enhancing or expanding current applications. Assists in disaster recovery testing. Resolves escalated problems and refers new and unusual problems or situations to a higher level. Participates in ongoing training to continuously upgrade technical knowledge and skills. Performs other job-related tasks as assigned.

Required Qualifications Proficient knowledge of: • Information systems analysis, design, programming and installation. • Programming languages and coding techniques. • Computer hardware, software and data communications functionality and capability. • Systems Development Life Cycle (SDLC) deliverables and tools. • Basic process management, performance tracking and measurement tools. • Information Technology Library Infrastructure (ITIL) framework and best practices. Proficient skill in: • Designing and developing seamless connections between systems. Advanced skill in: • Using the Technology Services change management process. • Using and supporting various client based applications. • Testing application installations, enhancements and upgrades. Proficient ability to: • Set priorities and establish a systematic course of action to ensure accomplishment of objectives on time and within budget. • Deal with some ambiguity and make decisions with limited information. • Exercise creativity and imagination in approaching assignments. • Quickly grasp new ideas and concepts. • Work well within a team and assist others with their assignments. • Acquire and maintain basic knowledge of the business of JEA and Technology Services products. • Research and acquire knowledge of developing information technology trends and emerging technologies. • Identify what issues need to be communicated and inform others. • Establish and maintain effective working relationships with internal customers. • Use advanced communication skills, orally and in writing, with users of varied backgrounds and experience. • Follow through with commitments. Bachelor’s degree in Computer Science, Information Systems, Computer Engineering, Software Development/Engineering or similar degree and two (2) years’ experience in the specific discipline or application being recruited. OR Six (6) year combination of education, training and experience. Professional experience must be in the specific computer systems analysis, software development and/or system configuration discipline being recruited. Experience with programming languages. Examples: sql, html, Java, JavaScript, C#.
