Position is only open to current NYC employees with permanent NYC civil service status as Industrial Hygienist or current NYC employees who are permanent in an equivalent title that is eligible for transfer under 6.1.9 to Industrial Hygienist or candidates who have taken the most recent Industrial Hygienist civil service examination. This position is open to qualified persons with a disability who are eligible for the 55-a program. Description: Position Summary: The New York City Public Schools’s (NYCPS) Office for School Facilities (OSF) is primarily responsible for the maintenance, repair, and safe, efficient operation of all facilities under the jurisdiction of the City of New York's school system. The Office of Environmental Health and Safety (EHS), within the Office of School Facilities, is responsible for overseeing and inspecting all environmental projects. The Industrial Hygienist, under direction, conducts highly detailed and complex safety and health investigations to ensure compliance with Federal, State and City environmental, occupational health and safety regulations, and other relevant laws and regulations. The selected candidate will establish programs to promote health and safety conditions in the schools. The Industrial Hygienist will assess work practices and environmental conditions for hazards to the health and safety of students , staff and employees . Performs related work. Reports to: Deputy Director, Environmental Health and Safety Direct Reports: N/A Key Relationships: Relationships will be fostered with the (OSF) Leadership Team, within and across the Division’s teams, school-based staff including but not limited to Custodial Engineers , and Administrative Building Managers . Responsibilities Conducts highly difficult and complex inspections for various phases of environmental assessments as prescribed by the EPA. Oversees asbestos, lead-based paint and hazardous waste inspections and removals according to the Federal Office of Safety and Health Administration (OSHA) and Environmental Protection Agency (EPA) standards. Conducts risk inspections assessments for mold and supervises removals/remediation if needed. Evaluates findings submitted by contractors , prepares reports , and makes recommendations based upon the findings and reports. Collects bulk samples as needed from different hazardous materials, including, but not limited to, lead, mold, asbestos and soil. Develops and recommends dust protocols and standard operating procedures for utilization by contractors and in-house maintenance staff. Stays current on safety regulations, programs, ang legislation. Reviews specifications and contract documents. Acts as a technical resource person on health and safety matters. Establishes Health and Safety in the Workplace Programs. These programs include instruction on confined space, asbestos awareness, and lead awareness that meet Federal Office of Safety and Health Administration (OSHA) and Environmental Protection Agency (EPA) standards. Conducts Safety and Health surveys and investigations for over 1,600 school buildings of the New York City Public Schools (NYCPS) to ensure compliance. Surveys are performed as part of the ongoing AHERA (Asbestos Hazard Emergencies Response Act) inspection program and Lead Poison Prevention Program. Designs and develops reports and forms utilizing the collected data from the field inspections. Analyzes and evaluates the information to determine the extent of the Hazard/Contamination and corrective work required. Identifies and assists in the determination of training needs in various environmental areas. Acts as a liaison to various City, State and Federal Agencies on related environmental issues, such as EPA, NYC Department of Environmental Protection, NYC Department of Health and NYS Department of Labor. Develops and analyzes plumbing profiles for water sampling and subsequent remediation. Develops reports for water inspections and performs statistical analysis on collected data. Qualification Requirements: Minimum A baccalaureate degree from an accredited college including, or supplemented by, 28 semester credits in industrial hygiene, environmental health science, occupational health science, and/or safety engineering; or A baccalaureate degree from an accredited college including, or supplemented by, 28 semester credits in the physical or natural sciences, civil engineering, mechanical engineering, environmental engineering, chemical engineering and/or toxicology and one year of satisfactory full-time work experience in the identification, evaluation and control of health and safety hazards; or A baccalaureate degree from an accredited college and two years of satisfactory full-time work experience as described in "2" above; or A satisfactory combination of education and/or experience which is equivalent to "1" , "2" or "3" above. Semester credits from an accredited college in industrial hygiene, environmental health science, occupational health science and/or safety engineering may be substituted for experience based on 7 semester credits equals 6 months experience, up to a maximum of 28 semester credits. Semester credits from an accredited college in the physical or natural sciences, civil engineering, mechanical engineering, environmental engineering, chemical engineering and/or toxicology may be substituted for experience on the basis of 7 semester credits equals 3 months of experience, up to a maximum of 28 semester credits. However, all candidates must have at least a baccalaureate degree from an accredited college. License Requirements A Motor Vehicle Driver License valid in the State of New York. This license must be maintained for the duration of employment. Special Note: To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, one year of satisfactory full-time work experience in the identification, evaluation and control of health and safety hazards. Preferred Master’s degree in a related discipline. Experience in developing and delivering training . United States Environmental Protection Agency (EPA) Lead Risk Assessor Certification. Knowledge of New York City Asbestos Procedure. Knowledge of New York State Mold Assessor Procedure. Knowledge of Hazardous Waste Operations and Emergency Response (HAZWOPER) standards . Comfortable communicating with diverse stakeholders in formal and informal settings. Ability to analyze and present complex data sets using Microsoft Office 365 applications. Ability to prepare written reports and presentations clearly and concisely. Ability to navigate complex relationships and build program support among diverse stakeholders. Strong organizational, communication, interpersonal, and analytical skills. Ability to make critical analyses in determining courses of action. Willingness to work collaboratively as part of a team. Salary : $65,122 (New Hire Rate) $74,891 - $87,526 (Incumbent - 2 years of full-time continuous City service) (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
