Technical Program Manager

Lead end-to-end delivery of large-scale technology programs. Define program roadmap, milestones, dependencies, and success metrics. Partner with Engineering, Product Management, Architecture, QA, Operations, and Business teams. Drive program planning, prioritization, execution, and governance. Identify, manage, and mitigate technical and delivery risks. Monitor project health, budget, timelines, and resource utilization. Facilitate decision-making and resolve cross-functional blockers. Communicate program status, risks, and recommendations to leadership. Ensure adherence to Agile, SDLC, DevOps, and quality practices. Drive continuous improvement, automation, and operational excellence initiatives. Manage stakeholder expectations and ensure successful business outcomes. Support change management, release planning, and production readiness. QUALIFICATION Bachelor's degree in Computer Science, Engineering, Information Technology, or related field. 10+ years of experience in Program Management, Project Management, or Technology Leadership. Experience managing multiple concurrent technology initiatives. Strong understanding of Software Development Life Cycle (SDLC). Experience with Agile/Scrum delivery models. Strong stakeholder management and communication skills. Ability to work with technical and non-technical teams. Experience with JIRA, Azure DevOps, or similar project management tools. EXPERIENCE 10+ years of experience in the software industry, with at least 5+ years in a Technical Program Manager, Technical Project Manager, or similar role. Proven track record of successfully managing and delivering complex, large-scale software development programs from start to finish. Strong understanding of the software development lifecycle (SDLC), cloud technologies (e.g., AWS), and modern architectural patterns like microservices. Expertise in Agile and Scrum methodologies, with hands-on experience leading teams in an agile environment. Proficient with project management and collaboration tools such as Jira, Confluence, and MS Project. Exceptional leadership, communication, and interpersonal skills, with the ability to influence and negotiate with stakeholders at all levels. Strong analytical and problem-solving skills, with a demonstrated ability to navigate ambiguity and make data-driven decisions. A technical background, such as a degree in Computer Science or prior experience as a software engineer, is highly preferred. PMP, CSM, or other relevant program management certifications are a significant plus. Experience in publishing and maintaining code/services in AWS. Experience in healthcare information technology is a plus.
