Job Summary: QA Test Manager (NASWA SIDES Integration) Location: TX Workforce Commission, Austin, TX 78778 Pay Rate: $76–86/hr. W2 | $83–93/hr. C2C
About the Role
Join the Texas Workforce Commission as a QA Test Manager, driving quality assurance for high-impact enterprise applications. Lead manual and integration testing for the NASWA SIDES exchanges, ensuring seamless data exchange between internal systems, external brokers, employers, and administrators. Collaborate with cross-functional teams, contribute to the modernization of business processes, and play a pivotal role in transforming mission-critical platforms.
Responsibilities

Design, execute, and manage detailed manual test plans and cases tailored to NASWA SIDES exchanges

Conduct manual API and connector testing with Postman or SoapUI to validate data payloads and system integrations

Oversee comprehensive end-to-end integration testing, ensuring secure data exchange and integrity between internal and external systems

Manually verify migration from paper-based to electronic workflows, validating automated triggers and UI processes
-
Identify, document, and report defects using TWC tracking tools, including clear reproduction steps
-
Execute manual SQL queries to validate database updates across legacy and modernized schemas
-
Lead regression and user acceptance testing (UAT) efforts, ensuring system updates meet quality standards

Create, update, and review test strategies, suites, and scripts to align with project goals

Coordinate testing schedules, staff assignments, and meetings for efficient project execution

Maintain rigorous documentation for NASWA SIDES compliance throughout the project lifecycle

Collaborate with Business Analysts, Developers, and stakeholders to achieve testing objectives and milestones

Required Skills and Experience
-
4–7 years in manual system test plan creation and execution for complex enterprise applications

Strong proficiency in manual API testing tools: Postman, SoapUI
-
Proven expertise in end-to-end integration testing with secure data exchange
-
Hands-on experience with test tools: JUnit, Selenium, Microfocus UFT
-
Deep understanding of the full SDLC and manual testing disciplines
-
Skilled in defect identification, documentation, and reporting with detailed reproduction steps

Leadership in managing and monitoring test activities, UAT, and regression testing
-
Exceptional communication, planning, and organizational abilities
-
Experience in coordinating testing activities within collaborative teams

Preferred Skills
-
DB2, MS SQL Server query proficiency, Jenkins, CVS, Maven, Ant

Application Lifecycle Management (ALM) Octane familiarity

Expertise in validating XML and JSON data formats against strict technical standards (NASWA SIDES or similar)

Manual database verification using SQL for data consistency and integrity

Prior State of Texas project experience
