Advanced knowledge of business and technical analysis: business process documentation, process design, requirements gathering, functional design
Advanced knowledge of quality assurance and software testing methodologies
Knowledge of project management principles, methods, and practices
Effective and professional communication and interpersonal skills with diverse customers, including executives
Highly self-motivated; ability to prioritize and execute tasks with strong attention to detail
NICE TO HAVE SKILLS:
ITIL 4 Foundation certification or similar
CompTIA A+ certification or similar
PMP certification or similar

DESCRIPTION OF ROLE:
Under the general guidance of the IT Solution Delivery Manager, this position is responsible for growing and operating the Information Technology Solution Delivery program at the Wisconsin Department of Financial Institutions (DFI). This position serves as an expert resource and relies on extensive experience and judgment to plan and accomplish goals.
Essential duties include:
Reviewing and understanding business objectives and problems
Analyzing user requirements, procedures , and problems to improve existing or develop computer systems
Conferring with personnel to analyze operational procedures, identify problems, and learn specific input and output requirements
Writing detailed stories , based on business requirements and user stories, for program functions, and steps required to develop or modify programs
Writing operational manuals for users
Performing testing, validation, and quality assurance
Creating and implementing IT policies, procedures, standards, and guidelines
Maintaining a high degree of professionalism during interactions with executive leadership
Key Responsibilities:
Lead and participate in teams representing the business needs to technical staff and vice versa
Facilitate discussions among technical and business staff to clarify business rules and define system output and processes
Analyze and document business rules, technical requirements, and procedures
Develop technical specifications
Review rules, policies, procedures for impact and compliance
Coordinate with program specialists and technical staff on implementation of process and system changes
Create process and system documentation including operational manuals
Track and resolve system issues using help desk and bug-tracking systems
Investigate system problems and design solutions
Quality Assurance planning and execution
Develop and execute test cases and scripts
Follow SDLC methodologies for testing and QA
Identify, analyze, and resolve recurring issues or bugs
Document and conduct user/system acceptance testing
Provide feedback to staff regarding enhancements
Analyze data integrity throughout the project
